Hitting an upload size limit
Online forms often cap a photo at 100KB, 50KB or 200KB. There is no fixed setting that lands on an exact number, because how far a photo compresses depends on the picture itself — so compress, check the size, and adjust the quality slider if you are still over.
If it will not come down far enough, the picture is probably too large in pixels. Reducing the dimensions first removes data no compressor can recover, and then a moderate quality setting is usually enough.
Quality versus file size
Between about 65% and 80% quality, a photograph is hard to tell from the original at normal viewing size while the file is a fraction of the weight. Below roughly 50% you start to see blocking around edges and flat colour.
WebP produces noticeably smaller files than JPEG at the same visual quality and every current browser supports it; choose JPEG when the file has to go somewhere that only accepts it.
Compressing, resizing and cropping
Compression reduces the weight of the file. Resizing changes its pixel dimensions. Cropping changes what is in the frame. Most listing photos need at least two of the three, in that order: crop, resize, then compress.
